रायपुर। छत्तीसगढ़ सरकार आयुष्मान कार्ड और स्वास्थ्य सहायता योजनाओं में होने वाले फर्जीवाड़े पर अब सख्त कदम उठाने जा रही है। मरीजों से इलाज और जांच के नाम पर अनाधिकृत कटौती की बढ़ती शिकायतों के बाद स्वास्थ्य विभाग एक नया SMS अलर्ट सिस्टम शुरू करने की तैयारी कर रहा है। इस सिस्टम के लागू होने के बाद जैसे ही किसी मरीज के कार्ड से राशि कटेगी, बैंक की तरह तुरंत उसके मोबाइल पर मैसेज भेजा जाएगा।
* फर्जी कटौती और कार्ड ब्लॉक की शिकायतें बढ़ीं
स्वास्थ्य विभाग के पास लगातार शिकायतें मिल रही थीं कि कई अस्पताल इलाज जितना हुआ है, उससे अधिक राशि काट लेते हैं या मरीज के कार्ड को ब्लॉक कर गलत क्लेम दाखिल कर देते हैं। हाल ही में स्वास्थ्य सहायता योजना के ऑडिट में बड़े पैमाने पर गड़बड़ियां मिली थीं। अस्पतालों ने कैशलेस इलाज के बावजूद मरीजों से अतिरिक्त राशि वसूली, जिसके बाद चार अस्पतालों को एक–एक साल के लिए निलंबित कर जुर्माना लगाया गया। प्रदेश में हर महीने निजी और सरकारी अस्पतालों द्वारा लगभग 150 करोड़ रुपए का क्लेम भेजा जाता है, ऐसे में पारदर्शिता बढ़ाने के लिए SMS आधारित प्रणाली को अनिवार्य कदम माना जा रहा है।
* शिकायत दर्ज करने के आसान विकल्प भी उपलब्ध
योजना के तहत इलाज कराने वाले मरीज टोल-फ्री नंबर 104 या 14555 पर शिकायत दर्ज करा सकते हैं। स्वास्थ्य विभाग भी समय-समय पर अपने ऑनलाइन डेटा का ऑडिट करता रहता है, जिससे संदिग्ध पैटर्न की पहचान हो सके। स्वास्थ्य मंत्री श्याम बिहारी जायसवाल बोले कि इससे निजी अस्पतालों की मनमानी रुकेगी, आम लोगों को मिलेगा पूरा इलाज”
* सिस्टम की जरूरत क्यों?

यह सिस्टम बिल्कुल बैंकिंग मैसेज अलर्ट जैसा होगा। इसके तहत— मरीज का आयुष्मान कार्ड मशीन/डिवाइस में स्कैन होगा। सिस्टम आयुष्मान के डिजिटल बैंकिंग नेटवर्क से जुड़ेगा। कार्डधारक की पहचान और उपलब्ध राशि की जांच होगी।अस्पताल द्वारा किए गए खर्च की मंजूरी मिलते ही राशि कटेगी। कुछ ही सेकंड में मरीज के मोबाइल पर SMS भेज दिया जाएगा, जिसमें शामिल होगा—कटौती गई राशि,किस उपचार पर कटौती हुई एवं बची हुई राशि,ट्रांजेक्शन की तारीख और समय
* फर्जीवाड़े पर कसा जाएगा शिकंजा
SMS अलर्ट शुरू होने के बाद—
मरीजों से “अनजान कटौती” की शिकायतें कम होंगी,
अस्पताल अतिरिक्त बिलिंग नहीं कर पाएंगे,गलत क्लेम का तुरंत पता चलेगा,विभाग को भी रियल-टाइम निगरानी में सुविधा मिलेगी
